Governance

Quadratic-vote governance over upgrades, parameters, and treasury allocation. Launching Q3 2026.

Governance launches in Q3 2026 with the deployment of PinecodeGovernor. Until then, the Pinecode Foundation acts as a benevolent dictator under a 12-month transition charter.

Principles

  • Open. Any PINE holder can propose, vote, and challenge.
  • Quadratic. Voting power = √(staked PINE) — small voices count.
  • On-chain. Every vote, tally, and execution is verifiable.
  • Bounded. A security council can veto for the first 18 months.

Scope

Governance has authority over:

  • Upgrades to UUPS contracts
  • Parameter changes (bond amounts, fee splits, halving cadence)
  • Treasury allocation
  • Whitelist/blacklist of embedding models
  • Indexer reputation oracle configuration

Proposal process

  1. Discussion — Open thread on the forum (commonwealth.im/pinecode), minimum 5 days
  2. Off-chain signal — Snapshot vote, 3 days
  3. On-chain proposal — Submit via Governor, 100k PINE threshold
  4. On-chain vote — 5-day voting window, 4% quorum
  5. Timelock — 48-hour delay before execution
  6. Execute — Anyone can call execute() after timelock

Security council

A 7-of-11 multisig with the power to veto any executed proposal for 18 months after governance activation. Veto requires 7 signatures and is itself recorded on-chain. The council automatically expires per the charter.
